Duties

Help

  • Conduct waterside security patrols of U.S. Military, non-military, and foreign ships.
  • Apply Random Anti-terrorism Measures (RAM) and Force Protection (FP) Conditions at entry points to deter unauthorized access to installation.
  • Apprehend criminal suspects based on investigative facts and the determination of probable cause.
  • Intercept and board unauthorized vessels in restricted waters to determine potential criminal threats and safeguard military assets.
  • Administer lifesaving first aid to stabilize victims during emergencies until medical personnel arrive.
  • Investigate Intrusion Detection System (IDS) and SCIF alarms to determine probable cause and prevent unauthorized access to sensitive information.
  • Categorize Arms, Ammunition, and Explosives (AAE) to ensure proper handling and protect military munitions against sabotage, espionage, theft, or damage.
  • Direct vehicle and pedestrian traffic at controlled points to ensure orderly movement and prevent accidents during peak hours or special events.
  • Issue traffic citations and formal warnings to document violations and discourage unsafe driving behavior on the installation.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Successfully graduated from the United States Army Civilian Police Academy, unless incumbent has a current approved waiver from the Office of the Provost Marshal General.
  • Incumbent must be able to successfully pass training, certification and qualification requirements related to law enforcement work functions as prescribed by policy, regulations or statutes.
  • These include, but not limited to: weapons qualifications, first aid/CPR and National Incident Management System (NIMS) training requirements.
  • Incumbent must meet the requirements of AR 190-56.
  • Successfully pass a pre-employment and recurring medical /psychiatric evaluation.
  • Pass a Physical Agility Test (PAT) within 30 days of hire date and annually thereafter.
  • Comply with and maintain the requirements of the Individual Reliability Program (IRP).
  • This position is subject to the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968. Pre-employment and annual drug screening is required.
  • This position is considered Mission Essential. In the event of a crisis situation or inclement weather, the incumbent must continue to perform the duties until relieved by proper authority.
  • Incumbent must possess a valid state driver's license and be able to obtain and maintain a government motor vehicle operator's license.
  • Hours of work is subject to irregular and/or rotating shifts, evenings, nights, weekends and holidays.
  • Incumbent is required to work overtime as directed and is subject to recall for emergency overtime.
  • Must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually thereafter in the use of assigned firearms/weapons.
  • Must obtain and retain one or more of the following U.S. Coast Guard licenses: Small Boat Captains Operator of Un-Inspected

    Passenger Vessel (OUPV) License, U.S. Army Marine Certification within a year of being appointed to this position.
  • Position is designated Key.
  • TDY Travel required 25% of the time.
  • Incumbent must be able to obtain and maintain a Secret security clearance.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized experience: One year of specialized experience which includes: 1. Conducting routine vehicle patrols to enforce traffic regulations; 2. Controlling installation access points to prevent unauthorized entry; 3. Responding to emergency calls to secure initial incident scenes; and/or 4. Drafting police incident reports to document official law enforcement actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06)

Experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06).

Conditions of Employment continued:
  • Within the first 2 years, Harbor patrol members, must complete a swim assessment, Basic Maritime Officers course (BMOC), Advanced Basic Maritime Officers course, Rescue Boat Operations course, National Association of State Boating Law Administrators (NASBLA) courses- Basic Crew Member, Boat Search and Rescue and Tactical Operator, Boat safety course and MOT personnel qualification standard. Failure to complete the training requirements could lead to disciplinary actions.
  • Incumbent is subject to possible civil and criminal action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
  • Positions requires heavy lifting up to 50 lbs.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
